Many Medicare beneficiaries are not aware there are different parts of Medicare or that each part covers different services. Additionally, each part has its own out-of-pocket costs. In this article, we\u2019ll break it down so that you better understand what each part covers and what cost-sharing you can expect to see.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Who does Medicare cover?<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">In order to be <\/span><a href=\"https:\/\/www.singlecare.com\/blog\/medicare-eligibility\/\"><span style=\"font-weight: 400;\">eligible for Medicare<\/span><\/a><span style=\"font-weight: 400;\">, you must either be 65 or older, diagnosed with End-Stage Renal Disease or ALS or have been collecting Social Security Disability Insurance for at least 24 months. Each part of Medicare (A, B, C, and D) covers different health services and treatments. style=\"font-weight: 400;\">What does Medicare Part A cover?<\/span><\/h2>\n<p><a href=\"https:\/\/www.singlecare.com\/blog\/what-is-medicare-part-a\/\"><span style=\"font-weight: 400;\">Part A<\/span><\/a><span style=\"font-weight: 400;\"> is your hospital insurance, also known as inpatient coverage. Coverage includes inpatient hospital care, some hospice, and some care you receive in a skilled nursing facility.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Part A <\/span><a href=\"https:\/\/www.aarp.org\/health\/medicare-qa-tool\/services-not-covered-by-medicare-part-a\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">does <\/span><i><span style=\"font-weight: 400;\">not<\/span><\/i><span style=\"font-weight: 400;\"> cover<\/span><\/a><span style=\"font-weight: 400;\"> the following:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A private inpatient room or private nursing care<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A television, telephone, or personal items in your room<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The first three pints of blood, unless the hospital gets it from a blood bank for free, you arrange to replace it by donating blood. However, some Medigap policies cover the cost.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The cost of skilled nursing facility stays if you\u2019re enrolled in Original Medicare and haven\u2019t spent at least three days in the hospital as an admitted patient. If you\u2019re in the hospital \u201cunder observation,\u201d you may not qualify for a skilled nursing facility stay.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The cost of a long-term stay in a nursing home or assisted living facility<\/span><\/li>\n<\/ul>\n<h2><span style=\"font-weight: 400;\">What does Medicare Part B cover?<\/span><\/h2>\n<p><a href=\"https:\/\/www.singlecare.com\/blog\/what-is-medicare-part-b\/\"><span style=\"font-weight: 400;\">Part B<\/span><\/a><span style=\"font-weight: 400;\"> is your medical insurance, also known as your outpatient medical coverage. Coverage includes outpatient care (including <\/span><a href=\"https:\/\/www.singlecare.com\/blog\/does-medicare-cover-mental-health\/\"><span style=\"font-weight: 400;\">mental health care<\/span><\/a><span style=\"font-weight: 400;\">), doctor visits, <\/span><a href=\"https:\/\/www.medicare.gov\/coverage\/preventive-screening-services\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">preventive services<\/span><\/a><span style=\"font-weight: 400;\">, and <\/span><a href=\"https:\/\/www.singlecare.com\/blog\/diabetic-supplies-medicare\/\"><span style=\"font-weight: 400;\">certain durable medical supplies<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The cost of most services under Part B is covered 80%. To get most of your Medicare Part A and Part B cost-sharing covered, you can enroll in a Medicare Supplement insurance plan, also known as a <\/span><a href=\"https:\/\/www.singlecare.com\/blog\/what-is-medigap\/\"><span style=\"font-weight: 400;\">Medigap policy<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Part B <\/span><a href=\"https:\/\/www.aarp.org\/health\/medicare-qa-tool\/services-not-covered-by-medicare-part-b\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">does <\/span><i><span style=\"font-weight: 400;\">not<\/span><\/i><span style=\"font-weight: 400;\"> cover<\/span><\/a><span style=\"font-weight: 400;\"> the following:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Routine vision, hearing, or dental services, except medically necessary services like cataract surgery<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Routine foot care, unless a physician deems it\u2019s medically necessary (such as diabetic foot care)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Long-term custodial care (short-term care is covered by Medicare if you qualify)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Most medical services outside of the U.S.<\/span><\/li>\n<\/ul>\n<h2><span style=\"font-weight: 400;\">What does Medicare Part C cover?<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">These <\/span><a href=\"https:\/\/www.medicare.gov\/what-medicare-covers\/what-medicare-health-plans-cover\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">private insurance plans<\/span><\/a><span style=\"font-weight: 400;\"> pay for your medical care instead of Original Medicare. <\/span><a href=\"https:\/\/www.singlecare.com\/blog\/what-is-medicare-advantage\/\"><span style=\"font-weight: 400;\">Medicare Advantage plans<\/span><\/a><span style=\"font-weight: 400;\"> cover the same services as Medicare Part A and Part B. Most plans also include prescription drug coverage. Additionally, some have expanded benefits like dental care (including dentures) and hearing and vision insurance.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This biggest misconception about Medicare Advantage plans is that the cost-sharing is the same as Original Medicare, Part A, and Part B. While Medicare Advantage plans must cover the same services as Part A and Part B, there are several caveats, such as the carrier deciding how much of that service\u2019s cost they will cover, having to use a network of doctors, getting prior approval, etc.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So, while Part B may cover 80% of the service, your Medicare Advantage plan may only cover 60% in addition to having an additional copay. Since each carrier has its own summary of benefits, it may be difficult for beneficiaries to predict their cost-sharing.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One benefit to these plans is that most come with a maximum out-of-pocket limit (MOOP), unlike Part A and Part B. However, these limits are usually more than what a beneficiary on a limited income can afford, and they continue to increase year over year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Part C does <\/span><i><span style=\"font-weight: 400;\">not<\/span><\/i><span style=\"font-weight: 400;\"> cover the following:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Services by <\/span><a href=\"https:\/\/www.singlecare.com\/blog\/healthcare-defined-out-of-network\/\"><span style=\"font-weight: 400;\">out-of-network providers<\/span><\/a><span style=\"font-weight: 400;\"> (Medicare Advantage has a much more limited network of providers than Original Medicare)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Certain items and drugs without <\/span><a href=\"https:\/\/www.singlecare.com\/blog\/prior-authorization\/\"><span style=\"font-weight: 400;\">prior authorization<\/span><\/a><\/li>\n<\/ul>\n<p><b>RELATED: <\/b><a href=\"https:\/\/www.singlecare.com\/blog\/original-medicare-vs-medicare-advantage\/\"><b>Original Medicare vs. Medicare Advantage<\/b><\/a><\/p>\n<h2><span style=\"font-weight: 400;\">What does Medicare Part D cover?<\/span><\/h2>\n<p><a href=\"https:\/\/www.singlecare.com\/blog\/medicare-part-d-plans\/\"><span style=\"font-weight: 400;\">Part D<\/span><\/a><span style=\"font-weight: 400;\"> is your optional prescription drug coverage. It will also cover some <\/span><a href=\"https:\/\/www.singlecare.com\/blog\/medicare-vaccine-coverage\/\"><span style=\"font-weight: 400;\">vaccines<\/span><\/a><span style=\"font-weight: 400;\">. Each Part D Medicare plan comes with a <\/span><a href=\"https:\/\/www.singlecare.com\/blog\/medicare-formulary\/\"><span style=\"font-weight: 400;\">drug formulary<\/span><\/a><span style=\"font-weight: 400;\">, which is a list of covered drugs.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If your out-of-pocket costs are high with Medicare, you can get a <\/span><a href=\"https:\/\/www.singlecare.com\/prescription-discount-card\"><span style=\"font-weight: 400;\">prescription discount with SingleCare<\/span><\/a><span style=\"font-weight: 400;\">. Items and services must be considered medically necessary to be covered by Medicare. The following are not covered by Medicare:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Acupuncture<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Dental services or dentures (unless performed at an inpatient facility)\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Hearing aids or related services<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Long-term care or custodial care\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Prescription eyeglasses or related services<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Routine foot care<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Surgery considered cosmetic<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-weight: 400;\">Who determines the services that are covered under Medicare?<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">There are <\/span><a href=\"https:\/\/www.medicare.gov\/what-medicare-covers\/what-part-a-covers\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">three factors<\/span><\/a><span style=\"font-weight: 400;\"> that determine if a service is covered under Medicare:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">State and federal laws.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">National coverage decisions made by Medicare.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Local coverage decisions are made by companies in each state that process claims for Medicare. These health insurance companies decide whether something is medically necessary and should be covered in their area.<\/span><\/li>\n<\/ol>\n<h3><span style=\"font-weight: 400;\">What is considered \u201cnot medically necessary\u201d?<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">A service or item is not considered medically necessary when it\u2019s not consistent with the treatment or diagnosis that\u2019s given by a prescribing physician. A service or item is also not considered medically necessary if it\u2019s considered medically unreasonable or excessive. Examples include cosmetic surgery and weight loss drugs.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Does Medicare pay for everything?<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">One extremely important fact to know, and another common misconception of Medicare coverage, is that Medicare pays 100% of the costs of your medical services. This is not true. There are many different forms of cost-sharing that the beneficiary is responsible for paying out of pocket.
